A standard “storage” water heater heats a tank-full of water and then rests. The insulated tank helps retain heat levels, and can reheat the water as necessary, but the stored water will cool somewhat at given times. When the tank runs low, new water will refill the tank and become heated. But during this refill time, water heat may fluctuate noticeably – such as when too many showers are taken in a row and the last person gets only cold water.
With a shower flow rate of about 2.5 gallons a minute or whirlpool or soaker tub with more than a 70-gallon capacity, the old technology 50-gallon tank can't do the job. You need a flow of 8.5 gallons of hot water per minute, and hot water temperature that is consistent and never ending.
